Born on the 23rd of January 1959, Chartrand was born in and was raised in the small Metis town from Duck Bay, Manitoba; the child of Martha Chartrand. David Chartrand is fourth member of an eight-member family. David was first introduced to Metis Politics by elder sister Elbert Chartrand. Elbert worked as executive director for the Swan River Indian and Metis Friendship Centre and was the MMF Vice President from the Northwest Metis Council region.

He has held a variety of volunteer posts, including vice-president for the Indian and Metis Friendship Centre in Winnipeg and President of the Manitoba Association of Friendship Centres as well as Vice-President of the National Association of Friendship Centres and a founder director and president of Beat the Street, an adult literacy program located in Winnipeg. He has also served on the board of Northern Justice Society (Simon Fraser University). He has been honored for his efforts in the community. He has been awarded his “Golden Eagle Award” from the Indigenous Women’s Collective, the Eagle Feather from the Friendship Centres of Ontario and his photo has been incorporated into the Honour “Wall of Fame” at the Indian and Metis Friendship Centre of Winnipeg. On November 2, 2002 Peter Liba, the Lieutenant Governor of Manitoba has presented David with the queen Elizabeth II, Golden Jubilee Medal. He was awarded the Honourary Doctor of Laws degree from the University of Winnipeg on October 21 in 2012. He was admitted into the Order of Manitoba in 2013. David has been a contributor to a number of journal articles that were published in Canadian Journal of Native Studies. The book he wrote with him was “Struggle for Recognition: Canadian Justice and the Metis Nation” (Pemmican Publications Inc. 1991).

Chartrand was married with Metis Businesswoman Glorian Yakiwchuk. Glorian was born in Cranberry Portage, Manitoba. In the 90s Glorian was very active in the Metis National Council – Metis Youth.

Chartrand OM (born 1960) is a Metis politician and activist from the aboriginal community located in Manitoba, Canada, who is currently the leader for the Manitoba Metis Federation. He was the president of the Manitoba Metis Federation from 1997 until the present time and has also been a part of the Board of Governors of the Metis National Council.

Chartrand was the first person elected as a member of his first position on the Manitoba Metis Federation Board of Directors in Winnipeg Region. Winnipeg Region in 1988, and was elected four more times to this post. In 1997 the year he was elected President and is currently in his sixth year as the President of the Manitoba Metis Federation.
