In 2013, he wrote an article about specialty drugs where he endorsed the conclusions by the Congressional Budget Office that spending on prescription drugs “saves costs in other areas of healthcare spending.” He also noted that specialty medications cost so much that many patients don’t take their prescriptions, resulting in worse health issues that are growing. His article discussed specific drugs, such as “new cancer drugs specially formulated for patients with specific genetic markers.” He outlined the price of these “individualized medicines made based on diagnostic tests as well as “biologics,” or medicines created through biologic processes, rather than chemically synthesized like most pharmaceuticals.” He suggested that there need to be a slight increase in the co-pays of those most commonly taking lower-tier drugs to permit a lower co-pay for patients with “require high-cost specialty tier medications.”
