David Stanley Borrow (born 2 August 1952) is a British Labour Party politician, who served as an MP (MP) of South Ribble from 1997 to the year 2010. The current MP is an Labour Party councillor on Preston City Council and was elected the Mayor of Preston on May 15, 2019.

He was a member of his first Agriculture Select committee in 1999 After his 2001 General Election he joined the newly-formed Environment, Food and Rural Affairs Select Committee. In 2003, he was named the Private Secretary of Parliament (PPS) for the Secretary of State in Kim Howells’s Department for Transport Kim Howells and was in that position until his boss shifted towards the Department for Education and Skills in 2004. The PPS did not stay as Kim Kim Howells’s PPS following the 2004 General Election.

Borrow is an outly homosexual male. He publicly came out in 1998, allowing him to openly discuss his age-of-consent campaign , and to discuss issues that are vital for all lesbians and gay males. He also wrote articles for the gay rights publication Outcast.

The teen was a member of his Labour Party in 1970 aged 18 and, in 1973, he was an apprentice in the Yorkshire Bank. He was appointed an assistant clerk for the Lancashire Valuations Tribunal in 1975 before being elevated to the position of Deputy Clerk in 1978. He was appointed Deputy Clerk of the Manchester South Valuations Tribunal in 1981, and then became the Clerk of The Tribunal at the Merseyside Valuations Tribunal in 1983. David Borrow was elected as councillor on Preston Borough Council in 1987. Preston Borough Council in 1987 and served as the council’s leader from 1992 until 1994, and then from 1995 until his appointment to Westminster. He resigned from the council in 1998.

He ran for the seat in the parliamentary election of Wyre in his 2002 General Election and he finished with 11,664 votes, just behind Conservative MEP Keith Mans. In the 1997 General Election David Borrow contested South Ribble, the seat of ex- Conservative Minister of Stateand Minister Robert Atkins. Borrow was chosen to contest this seat in the very last second after the candidate who had previously won was ill. South Ribble was one of the numerous seats that came to be taken for Labour in 1997. David Borrow was elected to be the Labour Member of the Parliament of South Ribble. South Ribble constituency with a majority of 5,084. He served until 2010. His first speech was delivered on the 3rd of July in 1997.

He entered into a civil partnership with John Garland, his long standing partner, in May 2006; the first MP to do so.
