David Enrique “Quique” Bernier Rivera (Spanish pronunciation”da’bid en’rike, d’bid en’rikborn on January 21st 1977) is a Puerto Rican dentist and politician who has held various capacities in the public service of Puerto Rico. Bernier initially served as the director-executive in the Office of Youth Affairs of Puerto Rico and was later appointed one of the youngest Secretaries of Sports and Recreation of Puerto Rico in the history of the country. In 2004 the office was unanimously confirmed in the post of Secretary of State for Puerto Rico for the administration of Alejandro Garcia Padilla. He was the candidate in 2016 as Governor Puerto Rico of the Popular Democratic Party.
His athletic achievements eventually led him to the public sector. Being a talented young man Governor Sila Maria Calderon decided to choose Bernier to head his office of youth affairs, the Puerto Rico Office of Youth Affairs in 2003. A year later the governor Anibal Acevedo Vila appointed him as Secretary of Sports of Puerto Rico. But when a different political party was elected to the presidency, Bernier opted to leave his position within four years. Within a few months, Bernier was elected president of the Puerto Rico Olympic Committee. In this capacity, Bernier was the leader in efforts to host the 2010 Central American and Caribbean Games which were held in Mayaguez. In the following year, and in the midst of getting ready to run for re-election as chairman of the committee, the governor Alejandro Garcia Padilla appointed him as Secretary of State for Puerto Rico. In his new position, Bernier transformed the Department of State of Puerto Rico through the creation of the Morales Carrion Diplomatic and Foreign Relations School in addition to opening numerous Puerto Rican trade promotion offices in other countries, and by decreasing the amount of backlogs in business charters as well as intellectual property filings. Bernier did, however, leave his position again, however this time to be a candidate for the governorship in Puerto Rico in the 2016 general election of The Popular Democratic Party. On January 4, 2005, he resigned his post at the Office of Youth Affairs after being named Secretary of the Puerto Rico Department of Sports and Recreation by Governor Aníbal Acevedo Vilá. He was unanimously confirmed in that post by the Senate of Puerto Rico, presided over by Kenneth McClintock, who later preceded him as secretary of state. In 2006, after the Senate failed to confirm two nominees to replace him at the Office of Youth Affairs, the Governor nominated him once again to that job, which he held simultaneously with the position of Secretary of Sports and Recreation, once he was again confirmed by the Senate.
On January 31, 2008, Bernier became president of the committee organizing the 2010 Central American and Caribbean Games. Following his designation he announced that he would discuss with the mayors of adjacent municipalities to help in the process.

As a part of the National Fencing Selection of Puerto Rico, Bernier was the Panamerican Youth Champion for three straight years. He also took home the Bronze Medal in the 1998 Central American and Caribbean Games that was celebrated by the city of Maracaibo, Venezuela.

He was a part of the Puerto Rican national fencing team where he was a part of the Pan American Games and in the Central American and Caribbean Games.
