He is an active participant in the Democratic Party.
Cieslewicz supported Edwards once more during the 2008 campaign. After Edwards quit his campaign, Cieslewicz endorsed Barack Obama.
Cieslewicz was born and grew up in the Milwaukee suburb of West Allis, and came to Madison as a student at the University of Wisconsin–Madison. He is of Polish descent and was raised in what he identified as a Polish neighborhood. His wife is Dianne Cieslewicz, chief of staff to state Senator Fred Risser, and they reside in the Regent Street neighborhood on Madison’s near-west side.
In the presidential election of 2004, Cieslewicz endorsed John Edwards in the week prior to that Wisconsin primaries for president. Edwards finished second, behind Sen. John Kerry.

Cieslewicz was elected to replace Susan J. M. Bauman as the mayor in Madison in 2003, following beating activist and former mayor Paul Soglin in an extremely close race. Cieslewicz was reelected for an additional four-year term as mayor in 2007, beating Republican Ray Allen, a businessman. He was elected mayor in 2011. Cieslewicz was elected to a second term in the office of mayor, but lost in a close contest to incumbent Paul Soglin who had defeated in 2003.
A gag rule that was used for the Madison Parks Department to limit employees access to the press and to aldermen was compared with a procedure employed by Cieslewicz’s office. The former alderman Ken Golden accused Cieslewicz of bullying his employees and city workers. In response to these criticisms, Cieslewicz unveiled in December 2004 his vision for economic development , with the support of The Chamber of Commerce, the Economic Development Commission, the Convention and Visitors Bureau, as well as other business groups.
Cieslewicz was criticized for firing city employees through budget reshuffling; he eliminated a job through budget cuts, but then created a similar job with a different title. Madison’s bicycle-pedestrian safety coordinator, Arthur Ross was fired in this way, in a move supported by the Wisconsin Bicycle Federation. Cieslewicz became executive director of Wisconsin Bicycle Federation after his 2011 mayoral defeat.
