Rios made his way to the edge of major leagues the year 1996. He was 3-1 for 17 saves, and an 2.09 ERA for the Norwich Navigators and was 4-1 with an 1.95 ERA in 24 games for the Columbus Clippers. Baseball America rated him as the top player in the Yankee system, one place ahead of fellow right-handed pitcher Tony Armas, Jr..

Rios became an unpaid free agent for Rios signed as an amateur free agent with the New York Yankees in 1993.
