Rowley supported the United Kingdom (UK) remaining within the European Union (EU) in the 2016 UK EU membership referendum. In the indicative votes on 27 March 2019, she voted for a referendum on a Brexit withdrawal agreement, for Norway plus, and for a customs union with the EU.

Rowley was picked in April 2017 to be her officially Labour Party candidate, for the Midlothian constituency, at the snap general elections held on the 8th of June. She was elected the MP for the area with the majority of 885 votes to defeat Owen Thompson, the incumbent Scottish National party MP Owen Thompson. Rowley is the only female member of parliament elected to represent Midlothian. In her first speech to the House of Commons in July 2017, she said she would be fighting to reduce the need for Food banks within her district. Following the election of her, Rowley was appointed as the Parliamentary Private Secretary to the Shadow Foreign Secretary Emily Thornberry. She has served on the Scottish Affairs Select Committee since September 2017.
