On January 29, 2019, Garcia was installed as the fifth bishop of the Diocese of Monterey.

In addition to his work within parishes Garcia also served on various diocesan committees and boards. This include the Priests’ Personnel Board the College of Consultors, and the Presbyteral Council. He been Chairman of the Presbyteral Council and as Dean of the Austin North Deanery. He was a part of the Diocesan Vocation Team, the Liturgical Commission, and the Diaconal Advisory Committee, as in addition to serving as the The Master of Ceremonies for the Bishop. On March 3, 2014, The Bishop Joe S. Vasquez appointed Garcia as Vicar General and Moderator of the Curia.

Garcia is born in Cameron, Texas as the first child of Daniel Garcia and Sarah Garcia. Garcia graduated from C.H. Yoe High School in 1978 and received an Associate’s certificate at Tyler Junior College in 1982. Then, he entered formation and graduated with an Master of Arts degree from Saint Mary’s Seminary at the University of St. Thomas in 1984. Garcia finished the Master of Divinity degree in the seminary of Saint Mary’s in 1988. In 2007, he received an master of Arts in Liturgical Studies at Saint John’s School of Theology. Garcia was appointed to Priesthood in the presence of the Bishop John E. McCarthy on May 28th the 28th of May, 1988. Garcia was appointed an associate pastor at St. Catherine of Siena Catholic Church in Austin until 1990. Then he served for a year term as assistant the pastor of Cristo Rey Church in Austin, St. Louis Catholic Church and later St. Mary Magdalene Catholic Church. He was named pastor at St. Vincent de Paul Catholic Church in 1995, a post that he would serve for the following 18 years.
On November 27, 2018, Pope Francis appointed Garcia as bishop for the Diocese of Monterey. He was installed on January 29, 2019.
