On February 22 of 2018, during the feast day of the Holy See St. Peter at Antioch, Donald Sanborn consecrated Joseph Selway as a bishop together with Dolan along with Geert Stuyver of the Mater Boni Consilii Institute assisting as co-consecrators.

Dolan continued to work at his primary church which is located in West Chester, Ohio. When he was in 1989, Dolan began to establish contacts in 1989 with his fellow members from the Congregation of Mary Immaculate Queen. Discussions later revealed that there was an agreement on key theological issues. The 30th of November, 1993 the bishop Mark Pivarunas, a Thuc-line bishop from the Congregation of Mary Immaculate Queen has ordained Father Dolan to the office of bishop. Dolan is the bishop of Saint Gertrude the Great Roman Catholic Church in Cincinnati, Ohio, as also in sedevacantist communities throughout Brazil, the United States, Mexico, Brazil and Europe.

Dolan is a Detroit, Michigan native, Dolan began his journey to the priesthood in 1965 in the minor seminary of the Archdiocese of Detroit. Dolan continued his studies in the Cistercian Order, and also in the Seminary of the Society of Saint Pius X in Econe, Switzerland, where was ordained as a priest in the presence of Archbishop Marcel Lefebvre in June of 1976. As a seminarian in Econe in the autumn of 1973, he reached an understanding the “the only logical explanation” for the New Mass and the alleged heresy of the Second Vatican Council was that Pope Paul VI had lost the Roman pontificate.

Since then, he has maintained his position as a sedevacantist in relation to Paul VII and the successors to him. In the beginning of 1977 Dolan went back to his home in the United States where he would create the first of more than 35 traditionalist Mass centres. In the beginning of 1983 Archbishop Lefebvre instructed his SSPX’s American priests to adhere to the liturgical texts that were published in 1962. Lefebvre urged priests to publicly declare their loyalty in the direction of the pope John Paul II, which the sedevacantists comprising nine American priests including Dolan did not agree to. They were swiftly exiled out of the SSPX. They founded The Society of St. Pius V.
