He was then assigned as the deputy Staff Judge Advocate for the U.S. Army Infantry Center and Fort Benning, Georgia. After 1999, the judge was recalled in Fort Bragg to serve as Legal Advisor for the Joint Special Operations Command. The years 2001-2002 his role was as the legal advisor for the Joint Special Operations Task Force for Operation Enduring Freedom. He was the Staff Judge Advocate for U.S. Special Operations Command, MacDill Air Force Base, Florida, and then as the staff judge advocate, U.S. Central Command. He was also the Commandant and Commander of the Judge Advocate General’s Legal Center and School in Charlottesville, Virginia. On the 1st of October 2009, he was elevated to Lieutenant General and started as The 38th Judge Advocate General for the U.S. Army. Chipman was able to complete the Infantry Officer Basic Course, the Judge Advocate Officer Basic and Graduate Courses as well as the Army Command and General Staff College as well as the Army War College.

Chipman is a native of Inglewood, California and graduated from H. L. Bourgeois High School in Gray, Louisiana. He later attended his first year at the United States Military Academy at West Point, earning a Bachelor of Science degree and a commission with the rank of an Infantry Officer in the year 1980. He then received an Juris Doctor qualification in the same year from Stanford Law School in 1986. He also has an Masters of Laws degree from the Judge Advocate General’s Legal Center and School and an advanced Masters of Science degree in Strategic Studies from the United States Army War College.

The first assignment he had was with the 1st Battalion, 12th Infantry Regiment, 4th Infantry Division (Mechanized) in Fort Carson, Colorado, in which he was an Officer in the Platoon and as the Company’s Executive Officer from 1983. After completing the army’s Funded Legal Education Program, the unit was assigned as legal Assistance as well as Claims Attorney, and also as a Trial Counsel for the 3d Infantry Division (Mechanized) in Schweinfurt, Germany. The year 1991 was the time he transferred to the U.S. Army Litigation Division in Washington, D.C., as a Litigation Lawyer and the Senior Litigation Attorney. He was later appointed the Judge Advocate of the Detachment 1st Special Forces Operational Detachment Delta (Airborne) Delta (Airborne) in Fort Bragg, North Carolina.

In August 2014, it was announced that Chipman will serve as the chief counsel for the Republican members of the United States House Select Committee on Events Surrounding the 2012 Terrorist Attack in Benghazi.
