The idea for the Serling’s Jam films was prompted by an incident in 2002 where Serling and his co-writer Nicole Lonner were stuck in the middle of a traffic jam in Upstate New York. The script was finished in 2003. After receiving funding, Serling shot the concept with the principal photography done in two and a half days. The short film premiered during the Method Fest Independent Film Festival in 2004 and premiered in The Other Venice Film Festival in 2005.

One development executive wrote a letter that stated “We do not feel the marketplace can support a show about heroes at the current time” as well as others were able to respond in 1995, “We want sex and action” and “We are seeking”the next People’s Court, and “It is bland,” and “Hero shows aren’t working”. The rejection of an enticing idea brought Serling to be somewhat apprehensive He resigned himself to the fact that “Perhaps next time I’ll create an episode titled “Fallen America’s Heroes”. in 1998 Los Angeles Times columnist and critic Howard Rosenberg shared that the pilot was been aired on KCET and in a glowing review of the show, he wrote that the show as “a terrific concept for a weekly series” that “remains just a gleam in Serling’s eye and an enriching series waiting to happen”.
