Cosmin Marinescu is one of the most popular and richest Economist who was born on March 29, 1976 in Târgoviște, Dâmbovița County, Romania. Cosmin Stefan Marinescu (born 29 March 1976) is an Romanian economist and economist in the Bucharest Academy of Economic Studies. On 22 December 2014 the President appointed him as a Presidential Director of Economic and Social Policy to the President of Romania. Prior to that, he was the advisor of his counterpart, the Romanian Minister for Economy, Trade and Business Environment (2012) as well as the advisor of Minister of Public Finance, the Romanian Ministry of Public Finance (2013). In addition, he was the co-founder of the Centre for Economics and Liberty and the Centre for Economics and Liberty ECOL, an Romanian non-profit research and education initiative that aims to promote the ideals of freedom and democracy.
Marinescu has been in charge of economic research since the year 2005. He has been awarded numerous competitions for research grants and carried out research on subjects like institutions, freedom of economic activity, and the quality of business environments. In 2011 and 2012, he received an award for postdoctoral research at the Romanian Academy – “Costin C. Kiritescu” National Institute of Economic Research and as part of the project he was invited by Claude Menard as visiting researcher at the Centre d’Economie de la Sorbonne (in June 2012). In the past, he carried out research in ESCP Europe (June 2010), Middlesex University (April 2008), Institut d’Administration des Entreprises Lille (June 2002) as well as the Maison des Sciences Economiques (October 2001).
Between 2013 and 2014, Marinescu was the Vice-president of the Commission for Budget and Finance of the National Liberal Party, where he contributed to the development of government policies and programs. He was the Advisor to the Romanian Minister of Economy, Trade and Business Environment in 2012, and the Advisor to the Romanian Minister of Public Finance in 2013. he also served as the Economic Advisor to the President of the National Liberal Party between June and December 2014. Marinescu has published a huge amount of publications and papers as a coordinator as well as coauthor and coauthoron a variety of areas, with the most significant of which are “Education: an Economic Perspective” (2001), “Liberalization of Foreign Economic Exchanges” (2003), “Institutions and Prosperity. From Ethics to Efficiency” (2004), “Performance in the Context of Lisbon Agenda” (2006), “Market Economy. Institutional Foundations of Prosperity” (2007), “Economic Freedom and Property” (2011), “Capitalism. The Logic of Liberty” (2012), “Transaction Costs and Economic Performance” (2013). in 2008 Marinescu won the “Third Prize for Economic Literature” from the Association of Economic Faculties in Romania. The book he wrote, Capitalism. The Logic of Liberty, published by Humanitas Publishing House and constructed as an essay collection that aims to present and defend the real logic of economic freedom and capitalism The book was named “The Book of the Year 2013” at the Wall-street.ro Gala. The book also gained the backing and approval by prominent international figures in the academic community, including Pascal Salin, Leszek Balcerowicz, Janos Kornai, Walter Block, Vasile Isan and Aurelian Dochia.

Marinescu was born in Targoviste, Dambovita County, Romania, Marinescu attended high school from 1990 to 1994, after completing a mathematics-physics specialization within the “Mihai Viteazul” National College in Ploiesti. After that, he continued his studies at the university level on economics in the Bucharest Academy of Economic Studies and completed his Bachelor’s studies in 1998, and then his Master’s studies in 1999. In his final year as an undergraduate student, Marinescu also completed his studies in France in the Lille University of Science and Technology. In 1999, he began his doctoral program at the Bucharest Academy of Economic Studies and earned the Ph.D. from the field of economics the year 2003.
Marinescu began the academic journey in when he was a junior Teaching Assistant. He was appointed a an Assistant Professor in the year 2000 and Lecturer in 2003. He was promoted to Associate Professor by 2007, and beginning in 2015, he has been appointed full professor at Bucharest Academy of Economic Studies in which he instructs Macroeconomics as well as Microeconomics. He established his first Institutional economics class in Romania and focused on the role of institutions in economic development. He also published the first Institutional economics text. In the same year the course made an important contribution to the field of institutional economics by conducting research and analysis work that focused on understanding the process of transition as well as the process of EU integration from an institutional lens. He also co-authored multiple editions of the textbook on economics released in the Department of Economics at the Bucharest Academy of Economic Studies.
In 2008, Marinescu founded the Centre for Economics and Liberty – ECOL, a Romanian non-profit educational and research initiative that gathers together students, researchers and professors with the aim of promoting, in Romania, the principles of a free economy and society. ECOL reflects the initiatives of a group of young intellectuals whose scientific and editorial interests aim to enhance and disseminate the knowledge regarding the workings of economics and society. The Centre publishes regularly economic articles and studies, as well as translations of famous international texts.
