On April 8th the 8th of April, 2014, Johnson announced she was running in the United States Senate special election in Oklahoma 2014. Johnson had to face Patrick Hayes and perennial candidate Jim Rogers. Johnson was as the first candidate during the Democratic primary, with a majority and also faced Rogers during a second round. Rogers gained advantage due to popularity prior to the runoff, having been on numerous occasions across the state of Oklahoma. Johnson was a former state senator who served for eight consecutive years as a member of the Oklahoma State Senate as an vocal criticism of the Republican legislature He was able to hire an experienced team of campaigners to win the runoff election victory. There was controversy following an unflinching lawsuit filed by Johnson his staffer Rico Smith. Smith brought a lawsuit claiming Johnson didn’t pay him in accordance with the terms of a contract that was signed by the campaign staff of Johnson. The suit was accepted by the court. The Campaign Director Bailey Perkins, succeeded by Colletta Harper, as well as Communication Director James Cooper, an Oklahoma City journalist and professor as well as political director David Roberts, a veteran political operative who was a former Obama for America staff member complete the structure. Rogers fame did not do much to hinder Johnson’s rising fame and organization. Johnson was the winner of the runoff by defeating Rogers with 14 points, and will now take on Rep. James Lankford in the general election. Johnson was defeated in the runoff election for the term that was not yet expired for the incumbent, Tom Coburn to James Lankford by 237,923 votes 29.0 percent to Lankford’s 557,002, 67.9%, with independent candidate Mark Beard collecting 25,965 votes, 3.2% of the total. Oklahoma was the state with the lowest voter turnout across the United States during the midterm elections of 2014 with just 29 percent of registered voters voting.

Johnson was elected vice chair of the Oklahoma Democratic Party (ODP) in May 2015 based on her belief that the party should do more to increase voting participation using specific voting strategies and more voter education. She supported the decision to allow Independents to participate in the Democratic Primary and has worked to re-invigorate the process for clubs representing diverse groups to have a voice on the ODP Central Committee. She was the whistle blower on a gag order that prohibited Democrats from discussing key Democratic issues such as women’s reproductive health rights, immigration, death penalty abolition, and marijuana policy reform. Johnson was the only super delegate from Oklahoma to support Sen. Bernie Sanders at the Democratic National Convention. Senator Sanders won Oklahoma by 10+ percentage points, and carried 75 of 77 counties in the Oklahoma Democratic Primary in 2016.

Elected to chair the Oklahoma Coalition to Abolish the Death Penalty (OK-CADP) in 2015 and again in 2016, Johnson led the Say No To SQ 776/Think Twice Oklahoma campaign to keep the death penalty out of Oklahoma’s state constitution. While the state question was predicted to pass with overwhelming support, the “Say No” effort successfully kept the win margin at 66%, vs the projected 75%, via an advocacy and education campaign that focused on conservative fiscal concerns.

Johnson introduced legislation that legalized medicinal marijuana back in the year 2007 and every subsequent session thereafter as part of efforts to modify Oklahoma’s strict sentencing guidelines. In June 2014 senator Johnson as well as lawyer David Slane announced the filing of an initiative petition to an modification to the Constitution of Oklahoma which would permit the possession of as little as one an ounce of recreational marijuana as well as three pounds medicinal marijuana. In the words of Johnson, “We’re putting forth Genesis 1:29 as the basis of this campaign. God created this wonderful, miraculous plant and we know that it has been vilified for the last 100 years, and it’s time to change that in Oklahoma.” The petition drive to support the 2014 campaign did not succeed, Johnson has continued to pursue reforms to marijuana. She was part of the petition for placing SQ 788 which allows cannabis for medical use on the ballot this year and also circulated a complete legalization petition focusing on its marijuana use for medicinal, agricultural and recreational reasons.
