Glen Clay Higgins (born August 24 the 24th of August, 1959) was an American Republican politician and reserve police officer from Louisiana. Louisiana. Higgins serves as an U.S. Representative for Louisiana’s 3rd congressional district. The district lies in the southwest of the state. It includes Lafayette, Lake Charles, New Iberia and Opelousas. He was the winner of the runoff election that was held on the 10th of December 2016, where he beat the other Republican Scott Angelle.

Higgins was then employed by The Port Barre Police Department through the year 2010. In 2011 Higgins was hired by his first job with the St. Landry Parish Sheriff’s Office. When the office’s public information officer was transferred on October 14, 2014 Higgins became the new position and was elevated to captain. As a public information officer Higgins produced video clips for parish Crime Stoppers program.

He first used standard scripts, but began to improvise in his own style, appealing to suspects to surrender and sometimes threatening them by name. His videos went viral, and he was referred to by national media in 2015 as the “Cajun John Wayne” for his intimidating persona. Sheriff Bobby Guidroz urged restraint, advising Higgins to refrain from personal comments about suspects and to keep a professional tone in his videos.

His ex-wife Rosemary “Stormy” Rothkamm-Hambrice, then living in Mississippi, filed a lawsuit in Louisiana the day after the 2016 election against Higgins for unpaid child support of more than $140,000, including interest on overdue payments. Higgins said that he sought reduced payments in 2005 after changing careers to law enforcement, but the issue was never settled. The Daily Advertiser reported: “Calls about the case made by this newspaper in September, first to the Texas Attorney General’s Office, then to Louisiana courts, brought similar responses from both places: Clay Higgins was not in trouble with the courts in either state over the child support payments.”

In 2004, Higgins changed his direction and became an Opelousas City Police Department patrol officer. Even though he later changed his account and admitted beating a suspect with handcuffs and then releasing him …” Higgins quit before any disciplinary actions could be taken. In September of 2016, during the course of his Congressional run, Higgins claimed to have quit for a variety of reasons. Gallow who was then retired and a retired politician, denied Higgins his claim at the time.
