Ward was elected MP for Watford in 1997’s general election. She succeeded the former Conservative Party Chief Whip deputy Tristan Garel-Jones , who had retired. She also defeated Conservative incumbent Robert Gordon by 5,792 votes. She was elected at 24, she wasn’t necessarily the youngest member as she was 50 days older that Chris Leslie, the new MP for Shipley.
She claimed over £90,000 in second home allowance between 2004 and 2009, despite living less than 30 miles from Westminster. Upon publication of MP’s expenses in 2009, Ward defended her choice to fund a second home in Westminster from her parliamentary allowance, citing her need to balance her public duties with her duties as a mother of small children. Ward was one of 98 MPs who voted in favour of legislation which would have kept MPs expense details secret.
The increasing dominance of local politics in Watford Borough council by the Liberal Democrats, including the election of a Liberal Democrat Mayor, led to speculation that Ward would find re-election extremely difficult. Ward even accused staff from the council of harassment during the 2005 general election campaign. However, she managed to hold off a strong Liberal Democrat challenge from Sal Brinton; despite a 12% swing against her, Ward held the seat with a majority of 1,148 votes, approximately 2.3% of the electorate. The Conservative candidate was narrowly forced into third place with 793 fewer votes than Brinton, making Watford a three way marginal seat.
Her election as a councillor on the Elstree along with Borehamwood Town Council in 1994 and was elected as Mayor from 1996 to 1997. She left the Labour Party NEC in 1995 following her selection as the candidate of the Labour Party for Watford.

Ward is a native of North Shields, Northumberland, the daughter of Frank Ward and Cathy Ward. Both parents served as Labour Party councillors and her father was unsuccessful as an unsuccessful Labour campaigner for Hertsmere in the general election of 1987. She was born at Borehamwood, Hertfordshire, where she was educated at the Loreto College, an all-girls Roman Catholic school in St Albans as well as the newly established University of Hertfordshire graduating with an LLB (Law qualification) on the 23rd of November 1993. She went on to complete the MA in Britain as well as her MA from the European Union at Brunel University prior to becoming solicitor from the College of Law in London. Between 1995 and 1998, she was an intern solicitor.
Ward began her membership in Ward joined the Labour Party, the Co-operative Party as well as the General and Transport Workers union at the age of 15 before becoming a part of Young Labour.
