Dowe played basketball in college for Bellarmine University’s Knights in which he was averaging 14.7 points, five rebound, 4.5 assists and 1.3 steals per game. Dowe ended his time at Bellarmine as the fifth-highest scorer in Bellarmine history of the program in scoring (1,731) 4th for steals (133) fourth in block shots (79) as well as 2nd for the number of games that he played (132).
On July 2, 2015, Dowe signed with Hyères-Toulon for the 2015–16 season. Dowe helped the team to promote to the LNB Pro A as the LNB Pro B regular season champion.
On June 17, 2016, Dowe signed a one-year deal with the Belgian team Basic-Fit Brussels. Dowe helped Brussels reach the 2017 Belgian League Finals, where they eventually lost to Oostende. In 52 games played during the 2016–17 season (both in the FIBA Europe Cup and the Belgian League), Dowe averaged 12.6 points, 5.5 rebounds, 2.6 assists and 1.1 steals per game.
7 July 2014 Dowe joined his French club Aix-Maurienne from the LNB Pro B. In the 31 games he played for Aix-Maurienne, Dowe averaged 14.2 points, 5.2 rebounds, 2.4 assists, and 1.4 thefts per match.

On the 4th of October on the 4th of October, 2013 Dowe began his professional career as a player for his Portuguese squad Sampaense. In January 2014 Dowe scored a career-high 29 points while shooting 9-of-15 from the floor, together with eight scores and two steals during the 79-68 victory over Maia Basket Clube. Dowe contributed to Sampaense to make it to their finals of the 2014 Portuguese League Playoffs as the fourth seed. They ultimately lost to Benfica in the semis. Dowe was the third highest scoring player in the league, scoring 19.9 points. In addition, he was averaged 5.1 rebound, 3.9 assists and 2.1 steals per game.
