She was born in Bishkek (then Frunze). She studied at in the Michurinsky Pedagogical Institute in Russia and received her law degree and international relations at the Kyrgyz State Academy of Law in the year 2006.
Sultanbekova is an active participant in the Respublika Party of Kyrgyzstan. Following the assassination of her husband in 2005 she ran for his seat in parliament which was in her district of Kadamjay District in the 2006 by- election. She was defeated. In 2007 she was elected to the position of president of the Alysh foundation, which was the “belt wrestling” organization her husband was associated with.
On 9 November 2016, the parliament approved her nomination as Deputy Prime Minister for social affairs under Prime Minister Sooronbay Jeenbekov, replacing Gulmira Kudaiberdieva.
Sultanbekova got married Bayaman Erkinbaev, but he was shot in his house on the 21st September 2005.

Cholpon Aalievna Sultanbekova (Kyrgyz: Cholpon Aalyevna Sultanbekova , Colpon Aalievna (Aali Qizi) Sultanbekova; born 19 August 1969) is a Kyrgyz politician and former member of the Supreme Council who is currently one of Kyrgyzstan’s Vice Prime Ministers.
