Chiou I-jen is one of the most popular and richest Politician who was born on May 9, 1950 in Pingtung, Taiwan. Chiou was born in the year 1950 and was raised at Pingtung County in southern Taiwan. Chiou graduated with a BA degree in philosophy at National Taiwan University in 1972 He then enrolled at an undergraduate program at the University of Chicago, where Chiou earned the MA at the level of political science. While at his time at University of Chicago, Chiou was a key participant in the Taiwanese democracy movement, earning him the moniker “Loudspeaker.”
In the month of January 2003, as part an overhaul of the personnel to make it easier for the DPP to conduct an effective campaign to win the Presidential election The President Chen made a move to remove Chiou from his post to the post of NSC Secretary General, to become Secretary General in the Presidential Office and gave Chiou the title “The Permanent Secretary General.” Chiou is regarded as the DPP’s top strategist for elections, Chiou once again successfully directed Chen’s campaign, despite the apparent assassination attempts on the President Chen or Vice-President Annette Lu.
Chiou I-jen (Chinese: 邱義仁 ; pinyin: Qiū Yìrén ), born May 9, 1950, is a Taiwanese politician who was a Vice Premier of the Republic of China between 17 May 2007 and 6 May 2008.
On October 31, 2008, Chiou was arrested and detained incommunicado, by Supreme Prosecutors Office’s Special Investigation Division Prosecutors, for alleged embezzlement of about $500,000 (£308,000) from diplomatic funds, in 2004, as secretary-general of the National Security Council. Chen Shui-bian called his arrest a “political persecution” by the Beijing-friendly Kuomintang government amid and after another senior DPP member – Chiayi County magistrate Chen Ming- wen’s detention on corruption charges: “The government abused the laws and its powers to persecute and humiliate us but the people and the history will return justice to us and prove our innocence. The government of President Ma Ying-jeou is settling old scores in the name of a campaign against corruption. The Special Investigation Division (SID), in order to indict and convict me, has been taking high-profile actions, locking up members of the former government team one by one.” Chiou I-jen was the eighth suspect in spin-offs of Chen Shui-bian’s money laundering probes under the jurisdiction of the Taipei District Court. He was ultimately found not guilty.
Chiou worked for the EY until the start of 2002 after which Yu Shyi-kun was elected the Premier. Yu Shyi-kun was the Premier. Yu took away Chiou from his post in the position of EY Secretary General, and elevated Chiou into a post as Minister without portfolio. On March 2, 2002 Ting Yu-chou quit as Secretary General to the National Security Council, and the President Chen chose Chiou to succeed the position. Chiou held the post from 2002 until 2003.

Chiou returned back to Taiwan and, in 1983 Chiou was among Chiou’s “New Tangwai Generation,” comprising Chiou I-jen, reorganized”the “Association of Tangwai Editors and Writers.” The group’s mission was the introduction of democracy in Taiwan by enshrining this purpose in their charter. “…Taiwan’s future will be determined by Taiwan’s 18 million residents.” The charter further went on to declare that “…the Taiwanese Taiwan are entitled to decide on their own independence.” When the year was 1986, Chiou together with others from the Tangwai movement, was instrumental in helping the movement to coalesce into a cohesive political party, resulting in the formation of what is now the Democratic Progressive Party (DPP). Since the Kuomintang in power at the time and didn’t permit much in terms of opposition to its policies and the DPP chose to keep the backseat, and maintained its position of independence for Taiwan. Chiou’s “New Tangwai Generation” group joined forces and created”the New Tide Faction within the DPP.
As the political environment in Taiwan was less oppressive and more open and more open, the DPP gained momentum and began to compete against its rival KMT at elections. In the beginning of 1990s, Chiou was appointed Secretary General of DPP and was under the leadership of party chairmen Shih Ming Teh and Hsu Hsin-liang. Chiou quit the position in 1998 in order to accept responsibility for the ineffective results of the DPP during the three-in-1 elections. The DPP was also beginning to send its members to United States, so as to oppose the opinions of the KMT’s official Taipei Economic and Cultural Representative Office. After Chiou’s departure in the role of DPP Secretary General Chiou became the DPP representative and was assigned for Washington, DC.
After the successful conclusion of the 2004 election, Chiou was moved back to the National Security Council as Secretary General, and remained there until early 2007, when he was moved back to the Presidential Office as Secretary General. On May 17, 2007, along with the rest of the Cabinet of out-going Premier Su Tseng-chang, Dr. Tsai Ing-wen resigned to make way for incoming Premier Chang Chun-hsiung and his Cabinet. Premier Chang named Chiou I-jen, to replace Dr. Tsai as Vice Premier.
