Cheryl Ann Jacques (born February 17th 1962) is an American lawyer and politician who served for six years as a member of the Massachusetts Senate, was the chairperson of the Human Rights Campaign for 11 months, and also served as an administrative judge within the Massachusetts Department of Industrial Accidents.
In 2008, Jacques was appointed an official in the Department of Industrial Accidents Administrative Judge by Governor Deval Patrick. On March 12, 2012, the State Ethics Commission charged her for breaking Massachusetts”conflict- of-interest” law when she was accused of using the power of an administrative judge to make dental offices reduce the cost of her brother-in law’s cost. Jacques asserted that she didn’t intend to present the position she was defending, however that she did do so “inadvertently”. The ethics commission ruled that it was in favor of Jacques because the enforcement division could not demonstrate that Jacques utilized her official position to interfere in the controversy. in 2013, Jacques as well as two more administrative judges filed complaints against the Massachusetts Commission Against Discrimination, contending that the agency offered an increase in salary and parking space for the male judge appointed to succeed theirs. In 2014 Governor Patrick decided not to reappoint Jacques as she claimed was in response to the discrimination suit filed by gender.
Jacques became the president of HRC in 2004 and succeeded Elizabeth Birch. She spoke at during the 2004 Democratic National Convention in this position. She quit the day after November 30th, 2004 with the excuse of “a difference in management philosophy” with her board in response to criticisms of the HRC’s inability to stop the referendums of voters in 11 states that banned same-sex couples and, in some instances civil unions.
