Sieling was a member the Bundestag from 2009 to 2015. He served on the Finance Committee. He was also the deputy chairman of German-British Parliamentary Friendship Group from 2012 to 2013.
In July 2015, Sieling, who succeeded Jens Bohrnsen as President of the Senate, resigned his seat in parliament and became Mayor of Bremen. He was one of the representatives of the state at the Bundesrat and served on both the Committee on Foreign Affairs (and the Committee on Defence). He was the Conference of Ministers President between October 2015 and October 2016.
