She is an American economist. She is also the Minos. A. Zombanakis Professor for the International Financial System at Harvard Kennedy School. She was previously the Dennis Weatherstone Senior Fellow of the Peterson Institute for International Economics. She is Professor of Economics at the University of Maryland and the Director of the Center for International Economics. She is a Research Associate with the National Bureau of Economic Research and a Research Fellow at Centre for Economic Policy Research. VoxEU Founding Contributor, and a member of Council on Foreign Relations. She is also a member of the American Economic Association, Latin American, Caribbean Economic Association and the Association for the Study of the Cuban Economy. Her co-authored research paper contained mathematical errors that made her the focus of media attention.
Normal recessions, such as those of 1991 and 2000, will see the Keynesian tools (fiscal stimulus and tax cuts) and lowered interest rates (monetary stimulation) redress the economy in a matter months. This will lead to economic recovery and expansion. Blinder says that even the severe recession of 1982, also known as the Great Recession at the time, falls within the definition of a normal recession. The standard tools will work.
Fellow economist Alan Blinder credits both Reinhart and Kenneth Rogoff with describing highly relevant aspects of the 2008 financial institution near- meltdown and resulting serious recession.

Peter Montiel (M.I.T.) recommended Reinhart. FIU graduate teaching, Reinhart went on to Columbia University’s graduate school in 1978. Reinhart passed her field exams and was hired by Bear Stearns as an economist. She rose to the position of chief economist at the investment bank three years later. Under the guidance of Robert Mundell, Reinhart returned to Columbia in 1988 to complete her Ph.D. She held various positions at the International Monetary Fund in the 1990s. She was the deputy director of the Research Department at the International Monetary Fund from 2001 to 2003. Since 2012, she has been the Minos A. Zombanakis Professor at Harvard Kennedy School of International Financial System.

Reinhart was born in Havana (Cuba) on January 6, 1966. She arrived in the United States with her father and mother, along with three suitcases. She and her family settled in Pasadena (California) during her early years, before moving to South Florida where she was raised. Reinhart began college at Miami Dade College for two years before moving to Florida International University where she earned a Bachelor of Arts. In 1975, Reinhart received a B.A. in Economics (summacum laude). Reinhart received her B.A. in Economics in 1975. She then worked towards her Master’s in Philosophy. This degree was awarded by Columbia University in 1981. Reinhart received her Ph.D. in 1988 from Columbia University, just a few years later.
Reinhart met Vincent Reinhart when they were Columbia University classmates in the late 1970s. One son was born to them.
By contrast, the 2008 near-meltdown destroyed parts of the financial system and left other parts reeling and in serious need of de-leveraging. Large amounts of governmental debt, household debt, corporate debt, and financial institution debt were left in its wake. And because of this debt, the normal tools of tax cuts and increased infrastructure spending were somewhat less available and/or politically difficult to achieve. Indeed, economist Paul Krugman argued that even the combination of the Oct. 2008 bailout plus the Feb. 2009 bailout did not go big enough, although Blinder states that they were large compared to previous bailouts. And, since interest rates were already near zero, the standard monetary tool of lowering rates was not going to provide much help.
