Carlos Rosales Mendoza is one of the most popular and richest Drug Trafficker who was born on February 12, 1963 in La Union, Philippines. Carlos Alberto Rosales Mendoza, 12 February 1963 -27 December 2015), was a former Mexican drug lord. He founded and ran La Familia Michoacana, an organized crime syndicate. Osiel Cardenas Guillen, who was the former leader the Gulf Cartel, was his close friend and associate.

He was born in Guerrero, Mexico’s municipality of La Union. Rosales Mendoza was the founder of La Familia Michoacana’s first cells in 1980. The Milenio Cartel was competing against the Milenio Cartel for control over the distribution and production of narcotics within the state of Michoacan. Rosales Mendoza joined the Gulf Cartel (and Los Zetas) to defeat the Milenio Cartel in 2000. This caused violence in western Mexico that continued until 2003. He was taken into custody twice: on 24 October 2004 and 5 August 2014. He was released in late 2014. On 28 December 2015, he was found dead in his car.

On 22 May 2014, Rosales Mendoza was released from prison in Jalisco after fulfilling his ten-year sentence for illegal possession of firearms, organized crime, and drug trafficking. On 5 August 2014, he was arrested again by state authorities at a restaurant in Morelia, Michoacán, but was released shortly after without charges.

Rosales Mendoza was found dead on December 28, 2015 in a car park in Gabriel Zamora, Michoacán along with three other bodies. All four bodies showed signs of having been tortured. Authorities suspect Ignacio Andrade Rentería (El Cenizo), a former mob lieutenant who now runs the Knights Templar Cartel.

He organized the 2004 armed attack on a maximum security prison. Rosales Mendoza, who was suspected of orchestrating the jailbreak, was taken into custody by his men. He spent the next ten years in prison. In 2004, Rosales was arrested. Nazario Moreno Gonzal took control of the gang. He also attempted to seize control of Michoacan by forming ties with Los Zetas and the Gulf Cartel. This created a La Familia Cartel, and started a war against their former allies.

According to reports, Rosales Mendoza’s organization dates back to the 1980s. It was perhaps a vigilante group that countered corruption and local crime. However, the organization became involved in the production of and distribution of narcotics across the Mexican state Michoacan. Rosales Mendoza, who had broken relations with Armando Valencia Cedelio, the Milenio Cartel’s leader, founded La Empresa in Michoacan (‘The Business”), a criminal organization that was directly predecessor to La Familia Michoacana. Some sources claim that La Empresa is essentially the exact same thing as La Familia Michoacana because they have the same members, but not the same allies. Osiel Cardenas Guiillen, the leader of Los Zetas and Gulf Cartel, also formed an alliance and was merged with his group. The alliance was meant to displace the Milenio Cartel, which is located in Michoacan state. Cardenas Guillen sent two lieutenants from Los Zetas to assist him in training his men and protecting the drug trafficking corridors of Guerrero and Lazaro Cardenas. Cardenas Guillen quickly trusted him and he became one of the most prominent lieutenants of the Gulf Cartel in Mexico. He commanded a training camp, taught military tactics to over 50 gunmen, and carried out a prisons escape to release Cardenas Guillen, who was captured in 2003.

Rosales Mendoza was being held in Morelia, Michoacan, by 150 soldiers of Grupo Aeromovil De Fuerzas Elspeciales (GAFE) as they prepared to free Osiel Cardenas Guillen. This special forces unit of Mexico Army was in preparation for liberating Osiel Carenas Guillen. Rosales Mendoza was arrested and taken to Mexico City. He was kept in La Palma prison before being taken to Puente Grande on 28 October 2004 where he was sentenced to 10 years. Jose de Jesus Mendez Vargas was arrested and Nazario Moreno Gonzal were made organizational leaders.

On 24 March 2010, the United States Department of the Treasury sanctioned Rosales Mendoza under the Foreign Narcotics Kingpin Designation Act (sometimes referred to simply as the “Kingpin Act”), for his involvement in drug trafficking along with fifty-three other international criminals and ten foreign entities. The act prohibited U.S. citizens and companies from doing any kind of business activity with him, and virtually froze all his assets in the U.S. Carlos Rosales Mendoza was listed in the DEA’s “most wanted” list.
