Carlos Alberto was born 12 November 1967 in Armenia to Gladys Lopez and Alberto Baena. He is married Lydia Raquel Hernandez Corredor, with whom he has four children. He graduated from Universidad Externado de Colombia with a degree in Law. He also completed a specialization on Tax Management. Later, he attended University of the Andes and received a Master of Public Administration. He also completed additional programs in Negotiation as well as High Government Studies.

Baena was the third-in line of the closed-electoral party’s closed-election list in 2010, and ran for a seat at the Senate of Colombia. They received 324,109 votes during the parliamentary elections. This gave them three Senate seats, with Baena taking one.

As a result of this media attack to Baena´s party, it became publicly known that Dora Landázuri, one of the MIRA party´s candidates to the 2014 Colombian parliamentary elections, is a physically disabled African-Colombian woman, which left no ground for accusations against Baena or his party on the basis of discrimination towards physically disabled people.

The political watchdog Bogota Como Vamos recognized Baena several times as the best Bogota city councillor. This recognition was first given to him in 2005’s first semester. Later, he received it four times consecutively between 2006 and 2007. His Bogota City Council colleagues voted him one of the best Councillors in Bogota in 2006. Baena and Humberto Quijano (his party colleague) were recognized as the Bogota City Council’s best political alliance in the first semester 2008.

He was Senator of Colombia between 2010 and 2014. Baena was a co- founder of Independent Movement of Absolute Renovation, (MIRA), and served two terms as Party Chair. Baena was previously a Councillor on the Bogota City Council between 2001 and 2009.

Baena founded the Independent Movement of Absolute Renovation in 2000. He was also elected Party Chair until 2003. Baena, a member of MIRA, was elected to Bogota City Council in 2001. In 2004, Baena was re-elected as a Councillor twice more, and again in 2008. The political watchdog Bogota Como Vámos recognized Baena five times as the best City councillor during his tenure.

In 2011, while serving as Senator, he was acknowledged by the Bogotá City Council as one of the most representative leaders who have been part of the Council of Bogotá. In 2012 he was declared Honorary Citizen of Quibdó by Mayor Zulia Mena García for his work in Congress towards protecting the rights of Afro-Colombians.
