Risch joined US Citizenship and Immigration Services in 2006 as a staff member of the United States Department of Homeland Security. He served as an appeals officer, manager, field officer in Seoul and as acting chief-of-staff during his time at USCIS. He visited Thailand, Pakistan and Namibia to process refugees and encouraged victims of torture and persecution to return to the United States.
