Stewart was appointed an Assistant United States Attorney in 1979 and worked on many cases. He represented a loan shark that preyed upon the poor, a sheriff who paid votes in a reelection campaign, and a landowner who made false flood relief claims to the federal government. Stewart was awarded a commendation letter from the Justice Department in 1982 and 1983 for his efforts in a civil rights case.

In 1989, Stewart was praised for his judicial performance. The defunct Shreveport Journal, which sponsored the survey of judges, declared that Stewart had “nearly swept the ratings.” One local attorney described Stewart as “a splendid judge, excellent in every respect.” Other attorneys lauded his “fine judicial manner,” his fairness and concern for “judicial economy.” Stewart, one attorney said, “is careful to treat all parties with the same attitude and concern.”

Stewart was nominated by President Bill Clinton on January 27, 1994, to the United States Court of Appeals for the Fifth Circuit, to a new seat authorized by 104 Stat. 5089. He was confirmed by the United States Senate on May 6, 1994, and received commission on May 9, 1994. He served as Chief Judge from 2012 to 2019.

Stewart joined the United States Army as a Judge Advocate General’s Corps soldier in 1974. He served as a Captain at Fort Sam Houston, Texas, where he was a defense lawyer for soldiers. Stewart was an associate at a small, private law firm after his honorable discharge. He joined the state Attorney General William J. Guste’s 1978 field office.

Stewart was the son of Richard Stewart, a postal worker in Shreveport, and Corine Stewart. Stewart was a teenager during the 1960s when he witnessed the civil rights movement. Stewart Sr., served as the Louisiana Second Circuit Court of Appeal, Shreveport. James Stewart is currently Caddo Parish’s district attorney. Charles Scott, the Democratic incumbent, died in 2015, in the first year his second term.

Stewart left the Justice Department in 1983 to go into private practice in Shreveport, and work as an adjunct professor at Louisiana State University in Shreveport. In 1984, he won election to a six-year term as a 1st Judicial District judge for Caddo Parish. Near the conclusion of the term in 1990, Stewart was elected to the state Second Circuit Court of Appeal, a position which he held from 1991 to 1994.
