Holley signed with Saskatchewan Roughriders, the Canadian Football League (CFL) in August 2016. Holley ran over 600 yards during the two-year rookie contract. He was also signed to a one-year extension halfway through 2017. Holley was given an immediate $20,000 CDN bonus by the Roughriders. The contract was worth $104,500 CDN in the 2018 CFL season if Holley met performance benchmarks and played every game. Holley only played 9 games in 2018, and he had just 14 receptions for 213 yard. This was a career low in catches, yards and catches. Holley also failed to catch a touchdown in 2018. Holley also missed the Roughriders playoff games for the second consecutive year. Holley and the Riders didn’t reach an agreement after the season, and Holley was released on February 12, 2019.

The Buffalo Bills signed Holley in 2014 as an undrafted agent. Despite two training camps, Holley didn’t get signed by the Buffalo Bills. Holley spent the first half of 2016 playing for the Sioux Falls Storm in the Indoor Football League. Holley participated in 11 games of the indoor league’s mid- western division. He caught 40 passes for 650 yards, and 21 touchdowns. Holley also returned kicks totaling 168 yards. Holley was named IFL Offensive Players-of-the Week for Week 9. The Storm went on to win the United Bowl championship.
Holley signed a one-year contract with the Ottawa Redblacks on February 14, 2019. 2019 was a difficult year for the Redblacks. They finished with a 3-15 record in league play. After the disappointing season, the offense was plagued by problems. Jaime Elizondo, the offensive coordinator, resigned to take up a job with the XFL. Holley’s status was not used, as the patchwork offensive committee called up bubble screen instead. Holley still saw more playing time in Ottawa than while with the Riders, catching 48 passes for 487 yard.
