He worked in a rural commune during the Cultural Revolution’s final years. In 1975, he joined the Communist Party of China. Cai graduated from Fujian Normal University in 1978 with a degree of political economics. Cai was promoted several times to the General Office in Fujian Province’s provincial party organization during the 1980s. As deputy chief of staff, he served as secretary to the chief of the provincial party. He earned a master’s in law from his alma mater between 1994 and 1997.

Cai saw the news online and immediately called the state agency to get an explanation. He then posted the results on his microblog feed. Cai’s contribution to resolving this issue earned him online praises. A mother of an ordinary staffer for the national revenue agency posted on her microblog that her son was expected drink heavily with his superiors as part of his job and that it was negatively affecting her son’s health. The mother appealed to Cai Qi, the chief of Zhejiang’s party organization, for his attention. Cai Qi replied to her question about her son’s department and publicly declared that her son “no longer has to drink.”
In October 2016, Cai was appointed acting mayor of Beijing, replacing Wang Anshun; he was confirmed in January 2017. In May 2017, Cai Qi was appointed party secretary of Beijing. Cai’s appointment broke nearly all conventions in post-Cultural Revolution political tradition: he was neither a member nor alternate member of the Central Committee, and took on an office that would, under normal circumstances, be accorded Politburo membership. The move assured him a Politburo seat at the 19th Party Congress.
Cai had a weibo microblog account, which was active since May 2010. It was called “Cai Qi”, and it has been up since then. Initial opening of the account under Qianshui (Qian Shui; literally “scuba diving”) was done. However, internet users eventually removed him from the account. Over ten million people have followed the account and he used it to communicate regularly with regular internet users. Cai, a sub-provincial-level official was one of the most prominent social media users. However, he has not updated his microblog since he was called to Beijing.

CaiQi (Chinese pronunciation: CaiQi; pinyin pronunciation: CaiQi; born December 5, 1955 in Beijing) is a Chinese politician. He is currently the Communist Party Secretary of Beijing and a member of Politburo of Communist Party of China. Cai started his career in Fujian. Cai has been successively the mayors of Sanming and Quzhou, as well as the Communist Party Secretary for Taizhou, Zhejiang and mayor of Hangzhou. He was the Executive Vice Governor for Zhejiang Province from 2010 to 2014. In 2014, he was transferred to Beijing as deputy director of General Office serving the National Security Commission (rank equivalent to minister).
Cai assumed his first significant role in local government in September 1996 as deputy Party secretary, and then mayor of Sanming in Fujian. In May 1999, he was appointed deputy Party secretary and mayor of Quzhou. Between March 2002 to April 2004, Cai was Quzhou’s party Secretary, the highest political office in the city. In April 2004, Cai was elected party chief in Taizhou, Zhejiang. At the time, Xi Jinping had been the party chief for Zhejiang. Cai was elected Mayor of Hangzhou in April 2007. He also served as deputy Party Secretary. Cai was elected to the provincial Party Standing Committee in January 2010 as the head of the party’s Provincial Organization Department.
In November 2013, Cai became the Executive Vice Governor of Zhejiang province. He made the announcement of his change in jobs on his microblog account. In March 2014, Cai was said to have been transferred to Beijing to work as the deputy General Office chief of the National Security Commission, a body led by party General Secretary Xi Jinping, though no official announcement was made about this appointment. Given his Zhejiang work experience and his current position and seniority, Cai has been named as a member of the so-called “New Zhijiang Army”, i.e., officials who at one point worked under Xi Jinping during his term as Zhejiang party chief.
