Bruno Jean-Richard Itoua (born 6 October 1956) is a Congolese politician who has been a member of Congo-Brazzaville’s government as the Minister for Higher Education from 2016. In the past, he was Director-General for the National Oil Company of Congo (Societe Nationale des Petroles du Congo SNPC) between 1998 until 2005 and minister of Energy and Hydraulics from 2005 until 2011 in addition to Minister of Scientific Research from 2011 to in 2016.

Itoua was elected The President of the Executive Bureau of the Patronage Saint-Anne football club on February 16, 2007. He took over the presidency on April 5, 2007.

In the June–August 2007 parliamentary election, Itoua was elected to the National Assembly as the candidate of the ruling Congolese Party of Labour (PCT) for Ollombo I constituency; he won the seat in the first round with 68.71% of the vote, defeating independent candidate Fidèle Bossa and Club 2002-PUR candidate Paud Rock Joseph.

After Sassou Nguesso’s victory in the March 2016 presidential election, he moved Itoua to the post of Minister of Higher Education on 30 April 2016. In the July 2017 parliamentary election, he was re-elected to the National Assembly as the PCT candidate in the first constituency of Ollombo, winning the seat in the first round with 75% of the vote.

After seven years as the helm of the SNPC, Itoua was appointed to the cabinet in the capacity of Minister for Energy and Hydraulics on 7 January 2005. Denis Gokana was appointed to succeed him as the head of the SNPC. In his capacity as Minister for Energy and Hydraulics, Itoua was responsible for overseeing several important projects that were designed to improve the supply of water.

The ethnic Mbochi and an ancestor belonging to the Gamboma clan Itoua was born at Pointe-Noire but was believed to be an originator of Cuvette Department. He graduated from the Ecole spéciale of public works which is a French civil engineering school located in Paris in 1982. In those years, he was employed in Congo-Brazzaville for the National Electricity Company and subsequently at the subsidiary oil company Elf-Congo. He was employed in various capacities at Elf-Congo , from 1985 until 1997.

Under the presidency of Denis Sassou Nguesso, Itoua was appointed Adviser to the President on Hydrocarbons Mines, Energy as well as Hydraulics in 1997. Later, He was also appointed Director General for the National Oil Company of Congo (Societe Nationale des Petroles du Congo, SNPC) in April 1998. In addition, he was appointed an administrator council of Hydro-Congo which is the Congolese exploration and exploitation firm, on December 31, 1999. As the head of the state oil corporation and advisor to the president on oil Sassou Nguesso, Itoua was considered to be “one of the country’s most powerful men” as well as his status was described to be “a sort of honorary son” of Sassou Nguesso due to his aunt’s close relationship with the president.

In a minor government reshuffle on 12 December 2011, Itoua switched ministries with Henri Ossébi, becoming Minister of Scientific Research. Itoua stood again as the PCT candidate for Ollombo I constituency in the July–August 2012 parliamentary election; he again won the seat in the first round of voting, receiving 100% of the vote. Following the election, he was retained in his post as Minister of Scientific Research and Technological Innovation in the government named on 25 September 2012.
