Kolb (born August 14 1952) is an American politician, who is an Assembly member in the New York State Assembly and who was the Assembly Minority Leader between April 2009 until January 2020. A Republican Kolb is a member of the 131st Assembly District.

Kolb is a Republican, Kolb was chosen to be Assembly Minority Leader after the departure of Jim Tedisco. Kolb became Assembly Minority Leader in April 2009. In December of 2018, Kolb was the longest-serving legislator within the New York State Legislature.

A member of the National Rifle Association, Kolb appeared alongside the organization’s CEO, Wayne LaPierre, at a 2012 lobby day event in Albany. Kolb is also a member of the New York State Rifle & Pistol Association.

On December 12, 2017, Kolb announced his intent to run for Governor of New York in 2018. He withdrew from the gubernatorial race in February 2018.

Kolb was elected first as a member of his seat in the New York State Assembly in an election held in February 2000. In January 2020, Kolb was re-elected nine times. Kolb was the representative for in the district of the 129th Assembly District in the year 2000 until the year 2012 and been representing the 131st Assembly District since 2013. The 131st Assembly District in New York encompasses the entirety of Ontario County and portions of Seneca County in Upstate New York.

Kolb is a native of Rochester, New York. He earned an associate of arts degree from Saint Petersburg Junior College in 1980. Then, in 1996, he earned his B.S. in 1996 from Roberts Wesleyan College, and after that, he earned his M.S. at Roberts Wesleyan in 1998. He was appointed as an adjunct instructor in the department of Roberts Wesleyan in 2000. He co-founded North American Filter Corporation and was the former President/COO for Refractron Technologies Corporation.

From 1986 to 1987 Kolb was town supervisor for the town of Richmond and also served on the Ontario County Board of Supervisors.

Kolb had been named as a leading Republican contender in New York’s 29th congressional district in 2010; however, he declined to seek the seat after becoming minority leader. Though his potential candidacy was never taken seriously, he also declined an opportunity to run against Kirsten Gillibrand for United States Senate and also declined to run for Congress in 2012, this time against Democrat Kathy Hochul.
