Robert Warren Schaffer (born July 24 1962) is a Republican former member of the United States House of Representatives from the State of Colorado in the 105th Congress and the two subsequent Congresses (January 3 1997 – January 3 2003). Schaffer was co-chairman for the Congressional Ukrainian Caucus, and an outspoken advocate of American human rights and the interests of Americans within Eastern Europe.

Schaffer was elected for the first time into Congress in the U.S. Congress in November 1996, representing the 4th congressional district in Colorado, following Wayne Allard and Hank Brown.

In 2001, then-congressman Schaffer voted for President Bush’s energy plan that Democrats argued was a $33 billion gift to the oil corporations. Republicans argued that the bill would help reduce America’s dependence on foreign oil.

The American Conservative Union gave him a 100% evaluation in 2001.

The son of teachers from public schools Schaffer plowed to complete his college education as a farm worker. In 1984 He graduated at the University of Dayton with a B.A. from Political Science. He later received the honorary degree of doctor of Management by Colorado Technical University.

Schaffer told the Denver Post, “The workers were smiling; they were happy.” Schaffer downplayed criticism from anti-abortion organizations that he participated in Abramoff’s lobbying strategy to protect the sweatshop system by arguing, “In five days, I did not observe a forced abortion or meet anybody who had any knowledge of them.”
