Robert John Hugin (born July 23rd 1954) is an American businessman who was director of Celgene, a biopharmaceutical firm. Hugin is the Republican candidate in the 2018 United States Senate election in New Jersey, where he was defeated by incumbent Democratic senator Bob Menendez.

Hugin is recognized for his role in saving the biotech firm Celgene and turning it into a profitable. Hugin joined the company in June 1999, as its senior vice CFO and president. In the beginning, Celgene employed around 200 people and just 6 weeks’ worth of funds. Hugin was elected to Celgene’s board directors in December 2001. Hugin was Celgene’s COO and president since May 2006, before becoming Celgene’s CEO in June 2010. In Princeton, Hugin was president of the exclusive male Tiger Inn, a highly exclusive private dining club located on campus. In his position as president, he was against the admission of gay men in 1976, saying that anyone who was discovered to be homosexual “wouldn’t last long.” In the following years as the president of the alumni committee of Tiger Inn, he led the club’s resistance to a 13-year-long series of lawsuits throughout the 1990s and 1980s to oblige the club to accept women, and compared the legal battle as “politically correct fascism”. In 2018, he stated that his position on the issue had changed.

During Hugin’s tenure, Celgene was reprimanded multiple times by the U.S Food and Drug Administration, including a formal warning letter in 2000 for not sharing all the risks associated with their drugs, and for marketing their drug Thalomid and others to doctors for unapproved uses. In 2017, Celgene was forced to pay $280 million in response to a lawsuit regarding these practices. Hugin has been criticized for drastically raising the prices of several drugs while he was in charge of Celgene. For example, in 2006, the drug Revlimid was introduced to the market and cost about $6,000 for a one-month supply. Celgene was able to actively prevent generic versions of the drug from being sold, and by the year 2017, the price for the same amount of Revlimid had been raised by Celgene to over $16,000.
