Betty Oyella Bigombe is one of the most popular and richest Politician who was born on October 21, 1952 in Amuru, Amuru District, Uganda. Betty Bigombe was born in Amuru District, on 21 October 1952, to the time when it belonged in Acholi District. She was one of eleven children born to her father who was an RN. Bigombe is an ethnic Acholi. Bigombe was a student at Gayaza High School for her O-Level studiesand graduated in 1968. She also attended the Trinity College in Nabbingo in Nabbingo for A-level studies with her graduation in the year 1970. She enrolled in Makerere University, Uganda’s oldest public university, earning the title Bachelor of Arts, Social Science in 1974. She then attended at the Kennedy School of Government at Harvard University, in Cambridge, Massachusetts in the United States. She earned the title in Public Administration, Master’s Degree. The studies she completed at Harvard were funded by an Fellowship with Harvard Institute for International Development. In 1997 after her graduation from Harvard after which she began an employment at the World Bank in Washington, DC as a Senior Social Scientist within the Post-Conflict Unit. In the following years, she was consultant to the bank’s Social Protection and Human Development Unit. Both in 1999 and the year 2000, she provided technical assistance in the Carter Center in a successful mediation process with the government of Uganda in Uganda and Sudan.

In 2006, she returned to the United States and served as a Senior Fellow at the US Institute of Peace in Washington DC. Later, she was appointed a Distinguished African Scholar at the Woodrow Wilson International Center for Scholars, also in Washington, DC. In 2007, she received the Peacemakers in Action Award from the Tanenbaum Center for Interreligious Understanding.

She was appointed the chairman of the National Information and Technology Authority in Uganda (NITAU) in 2009. In May 2011, she was appointed by President Yoweri Museveni as State Minister for Water Resources, a position that she held until June 2014, when she resigned to take up her assignment at the World Bank.

After a ten-year period with the Uganda Parliament from 1986 to 1996, she did not gain the seat in parliament for Gulu Municipality in 1996 and was forced out of government. In 2011, 15 years after her departure, she reclaimed her seat by winning the seat in parliament from the Amuru District Women’s Constituency, on the National Resistance Movement party ticket.

Betty Oyella Bigombe, also called Betty Atuku Bigombe (born 21 October 1952) was the Director of Senior for Conflict, Fragility and Violence at the World Bank from 2014 to 2017. She was appointed to the post in June of 2014. From May 2011 to June of 2014, she served as the Minister of State in charge of Water Resources in the Uganda Cabinet. The appointment to the post on the 27th of May, 2011. The same time she was also an elected member of parliament (MP) for the Amuru District Women’s Constituency. She resigned from both posts on June 1, 2014.

From 1981 to 1984, she was the Company Secretary for Uganda Mining Corporation. Following the February 2004 Barlonyo massacre, Bigombe took a leave of absence from the World Bank and flew to Uganda to attempt to restart the peace process. From March 2004 to 2005, Bigombe was the chief mediator in a new peace initiative with the Lord’s Resistance Army, personally financing much of the logistics of bringing Ugandan government ministers and rebel leaders together. The last meeting on 20 April 2005, fell through. However, the failure of the Bigombe mediation is seen as laying the groundwork for the 2006–2007 Juba talks, which were mediated by the government of South Sudan. Those talks collapsed at the last minute when Joseph Kony refused to sign the peace agreement.
