His birthplace was Los Angeles, California. After completing his secondary school, he attended his home institution, the University of California, Santa Cruz where he earned an B.A. Mathematical Sciences in June of 1973. Then, he went on to study economics for graduate level with The California Institute of Technology, which conferred him with an honorary Ph.D. in June 1978 for his dissertation “A representative legislature and regulatory agency capture.”

In the following years, Weingast became affiliated with the Hoover Institution, first as senior researcher in the year 1987, and after that as a senior fellow in the year 1990 and still holds the title. After leaving WUSTL in 1988 He was appointed Professor of Political Science in Stanford University in 1992, which was a sign of his shift from economics to politics after leaving WUSTL. The current position, which is that of the Ward C. Krebs Family Professorship, was conferred the position from Stanford University in 1997.
