Tolley was born in Wellington on the 1st of March 1953, mother of Mary Margaret Hicks (nee Norris) and spouse Ronald James Hicks. She received her education at Colenso High School (now William Colenso College) in Napier as well as spending time as an Rotary students exchange in Allentown, Pennsylvania, United States. She then went on to earn the degree on computer programing. In 1973, she got wed Allan Hunt Tolley, and they had three children.

In the general election of 2005, Tolley successfully contested the East Coast Electorate, beating Labour candidate Moana Mackey daughter of former East Coast MP Janet Mackey.

From 2008 to 2011 Tolley was the Minister of Education and Minister Responsible for the Education Review Office. From 2008 to 2010 she was the Minister of Tertiary Education. From 2011 to 2014 she was the Minister of Police and Corrections. In 2014 she became the Minister of Social Development.

It emerged in 2010 that Tolley had undergone gastric bypass (stomach stapling) surgery in order to lose weight. Tolley joins other current and former New Zealand politicians including Rahui Katene, David Lange, Chester Borrows, Donna Awatere-Huata and Tariana Turia to have had gastric bypass surgery at some point in the past.

Tolley was elected at the election of 1999 as a “list member of the parliament, having not been able to win the Napier seat in opposition to Labor’s Geoff Braybrooke. In 2002 she was unsuccessful in her bid to contest her Napier seat for Braybrooke’s successor Russell Fairbrother. Like numerous of the other National lawmakers, Tolley did not escape the stalemate on the part of their vote in 2002 and therefore she did not return to the Parliament as an MP on the list.

Anne Merrilyn Tolley JP MP (nee Hicks, born 1 March 1953) is a New Zealand politician and member of the New Zealand House of Representatives which is a part of the National Party. She was previously the Minister for Social Development, Minister of Local Government and Minister for Children in the Fifth National Government. From 2008 until 2011, she was New Zealand’s first female Minister for Education.

In 1986, Tolley was elected an elected council member on the Napier City Council and remained as a member until the year 1995. She was the vice-mayor of Napier in 1989 until 1995. She also was elected to Napier’s Hawke’s Bay Regional Council from 1989 until 1992. She is as a justice of the Peace since 1989.

She served as the first woman National Party Whip from December 2006 until February 2008 when she became the party’s Education Spokeswoman after Katherine Rich announced her intention to retire from Parliament after that year’s election.
