Ann Louise Wagner (nee Trousdale 13 September 1962) is an American politician and diplomat who has served in the position of U.S. Representative for Missouri’s 2nd congressional district, since 2013. As a part of the Republican Party, she previously was the United States Ambassador to Luxembourg between 2005 and 2009.

Her district, which is located on St. Louis County, is predominantly suburban and is the most prosperous district within the State. It encompasses the majority of the city of St. Louis’s western and southern suburbs, along with some of the northern exurbs within St. Charles County and the northern region in Jefferson County. Prior to her appointment as a diplomat, Wagner chaired the Missouri Republican Party for six years from 1999 until 2005. She was co- chair of the Republican National Committee for four years beginning in 2001.

In 2004, Wagner was a fundraising “ranger” for President George W. Bush.

On February 20, 2005, Wagner was elected to a fourth term as Chair of the Missouri Republican Party. On May 16, she was nominated by President Bush to the position of United States Ambassador to Luxembourg. On July 16, 2005, she was confirmed in the post by a voice vote in the United States Senate, after which U.S. Senator Jim Talent (R-Mo.) said that she was, “A considerate woman, whose character and abilities uniquely qualify her to represent our nation.”

Her first year in chairing the Missouri Republican Party in 1999 and became the first woman to hold the post. Her most memorable accomplishment in the position came in the second two-year period during which she supervised the party’s gain of the majority over both houses of the Missouri General Assembly, winning the Senate in the 2001 special election, and winning the House in the general election of 2002 for the first time that it had happened in more than 40 years. In her third term the party won its majority in both chambers. It was also able to take over the Governor’s office at the beginning of twelve years, following an election to Matt Blunt in 2004, making the GOP total control of the State government, for the first time in 1921. Her tenure as chairperson for six years saw George W. Bush carry Missouri during the two presidential campaigns and as well, an election in which the Republican Party win a majority of the Congress delegation of the state.

Wagner is a native of and was raised within St. Louis. She was a student at Cor Jesu Academy, a private Catholic all-girls college located in South County, and graduated from the University of Missouri in 1984 with the degree of BSBA at the school of business, with an emphasis on logistics. After graduation she worked within the business sector. She was a manager in Hallmark Cards in Kansas City and Ralston Purina in St. Louis.

Her work with the committee took her to 48 states. In January 2005, she left her role as co- chair after one term.
