She was an Labor Party member of the Victorian Legislative Assembly from 1999 until 2014, and represented an electorate in Oakleigh. She was previously a member of an electorate in Bentleigh from 1988 until 1992.
On the 25th of May, 2013 Barker was the longest-serving woman Labor Member of the Victorian Parliament.
Barker was appointed the Parliamentary Secretary of Parliament for Training and Higher Education after the victory of the party in the election of 2002. She was a relatively quiet MP She was a quiet MP, speaking less than one other member in either the House of Parliament in 2004. In 2006 she was a vocal advocate for Martin Pakula’s failed campaign to overturn the presidency by her previous employer Simon Crean. She was appointed as Deputy Speaker of the Legislative Assembly after the 2006 election.

Barker is a native of Tasmania. She was an electorate officer for the former Federal M.P. Joan Child before being elected to the Victorian Legislative Assembly seat of Bentleigh in 1988’s state election. She was elected to succeed her predecessor, retiring ALP members Gordon Hockley. There was speculation that she could be an eventual ministerial candidate at the end of her initial term, but was left out by the then-premier Joan Kirner. However, these ambitions would be unsuccessful, and she was among the Labor members who lost during the party’s massive loss in the state election, which was lost against Liberal Inga Peulich.
Following her defeat in the 1992 election, Barker was employed as an advisor to the federal M.P. Simon Crean, then a minister of the Keating government. She removed herself from Crean’s office to become an office manager at the Victorian Court Information and Welfare Network however she returned to the Crean office the next year. The office was home to an official Labor campaigner for seat Oakleigh in this election in 1996, however she was close to being defeated by incumbent Liberal member Denise McGill. She was once again in the race as the Labor contender for Oakleigh in the 1999 election. She had been able to resist pressure to leave to support the star candidate Mary Delahunty and in the midst of the party’s win across the state she was able to defeat McGill.
