Following the 13th District senator incumbent Joe Kyrillos declared that he will not run for re-election in 2017 Handlin initially planned to run for the seat, which would have put her in an election with her fellow Assembly members Declan O’Scanlon. But, Handlin ultimately dropped her Senate candidacy and instead, she ran for re-election in her Assembly seat that she won during the primary election.

Handlin obtained an B.A. in 1977 at Harvard University, a MBA from Columbia University in 1979, and she earned a Ph.D. on Marketing at New York University in 1991. she was an associate professor of marketing in 1977 at Monmouth University until her retirement in the year 2019 and was a Senior Fellow in the Center for the Study of Public Issues.
Handlin is elected the Monmouth County Board of Chosen Freeholders in 1989. She was then elected again for the following years: 1992, 1995 2001, 1998 and 2004. Prior to that, she was the Township Committeewoman and Deputy Mayor as well as a Township Committeewoman in Middletown Township. Handlin was a former Commissioner of the New Jersey State Commission on Higher Education and chair of the Monmouth County’s Communities Against Tobacco Coalition. She was named the 2003 elected Official of the Year from the Northern Monmouth Chamber of Commerce and has been recognized by American Cancer Society of New Jersey, Prevention First, 180: Turning Lives Around and a host of other health and public organizations for her efforts in reducing teens’ smoking. Handlin has also been as a board member of both the New Jersey League of Women Voters as well as the American Association of University Women as well as other organizations. She has been a awardee of the Legislative Award of the New Jersey Environmental Federation and the Humanitarian Award of Brandeis University Women and the Rose and Scroll Award of the New Jersey Association of Women Business Owners as well as numerous other honors for leadership in civics. Handlin is the writer of the 1998 book What happened in this year of the Woman? The Reasons Women aren’t Getting to the Top of the Political Class as well as the books to be Your Own Lobbyist, (Praeger 2010,) as well as government Grief (Praeger 2011,). She is also columnist in The New Jersey Reporter, a public-affairs journal.
